Turkish Veronica is an extremely dwarf slow-creeping evergreen perennial with tiny oval foliage that forms a dense mat.  Small erect spikes packed with cobalt blue flowers bloom in spring.  Grows best in full sun and dry to average well-drained soils.  Tolerates light shade.
